Country In Brief

IFES' work in Libya began in November 2011, one month after Libya declared its liberation, when IFES conducted an electoral fact-finding mission, which identified challenges for democratic elections in the near term.

Since then, IFES has provided essential technical support to the High National Election Commission (HNEC) to conduct the country’s first multiparty General National Congress election, and will keep in the future providing technical support to next Libyan elections.

IFES’ overarching goal is to help the HNEC develop credible electoral administration procedures/systems and to promote a culture of democracy in Libya by strengthening the institutional framework for elections in Libya and enhancing the transparency, integrity and management of the electoral process.
