The Party-List System
“The Party-List System” is a 1998 booklet, published by the Commission on Elections, which explains the party-list system in the Philippines. The objective of this system is to provide an improved method for small, political parties to obtain possible representation in the House of Representatives. The document explains eligibility for these lists and various other details so that organizations and groups may participate in the party-list election, taking place simultaneously with the national and local election in May 1998.
