The Philippines Goes to the Polls
On May 10, 2010 Filipinos went to the polls to cast ballots for president, vice-president, senators, congressmen, governors, mayors and other key offices in their national and local election. For the first time ever, Precinct Count Optical Scan (PCOS) machines were used nation-wide. These images, taken by John Lawrence, IFES congressional affairs manager, provide a glimpse into the preparations for Election Day and the polling day itself in the Manila metropolitan area.

The Philippines Registers for Local Elections
Following the presidential and legislative elections held in May, the Philippines will hold local elections on October 25, 2010. In these elections, Filipinos will vote for Barangay (village) and SK (youth council) representatives. Registration for these elections took place in August throughout the country. During the registration process, the registrants’ digital photo, thumbprints and digital signature are taken by the data-capturing machines or “DCMs”. The thumbprints are later used to conduct an automated fingerprint identification system (AFIS) to find matches or “duplicate registrants” in order to avoid having voters cast more than two ballots on Election Day. These images capture the registration process in the Manila metropolitan area.

Lebanon lowers voting age to 18 years
On 19 March 2009, Parliament voted unanimously to adopt a Constitutional Law to reduce the voting age in Lebanon from 21 years to 18 years. The Law will now be forwarded to the cabinet for the second stage.

Briefing on Lebanese Voter Register
The voter register in Lebanon is updated annually. Between 10 February and 10 March, the Election Law provides that all Lebanese citizens have the right to check whether they are correctly included on the voter register before it is published on 30 March.

“Important Notice to: The People of Autonomous Region of Muslim Mindanao” is a May 1999 flyer encouraging residents of the Autonomous Region of Muslim Mindanao to register to vote so that they may participate in the September 1999 Regional Elections in the Philippines. The document, published by the Commission on Elections, also contains a page of the Mindanao Cross newspaper with different editorial articles.

“Primer on the Voter’s Registration Act of 1996” is a May 1997 booklet which explains the Voter Registration Act of 1996 where citizens of the Philippines wishing to vote in elections had to go through a system of continuing registration. The document, published by the Parish Pastoral Council for Responsible Voting, explains the act of registration and implications of the new system.
