The piece was aimed at educating high school students and first time voters on the voter registration and physical voting process. Specifically this piece was released in the lead up to the November 5, 1996 congressional and presidential elections between Democratic incumbent Bill Clinton and Republican Nominee Bob Dole and the following year's (1997) local elections in Connecticut.

“Citizen’s Guide about the Municipality” ” is a civic education handbook, available in Spanish, issued by the “Decidamos” group in Paraguay and intended to familiarize Paraguayans with the general aspects of a municipality. The handbook explores the importance of the municipal government; it describes what a municipality consists of, its functions and the relation between the central government and the municipal government. It also describes the attributions of the municipal council and how citizens can participate in the decision making process.
