The projects main goal was to assist Nicaraguan educators in introducing and expanding the civic education object in the formal educational system in Nicaragua.

Ecuador held a series of eleven referendums on 20 September 1995. The first eight questions were put to voters under article 79 of the constitution, and were non-binding on the National Assembly. The last three questions were put forward under article 149, which mandates that all constitutional reforms must be approved by the public.
