“Instructions for the Table Agents” is an educational brochure, available in Spanish, issued in 1998 by the Electoral Tribunal of Panama in lead up to the August 30, 1998 National Referendum. The brochure is meant to serve as an instructive guide for the people working as table agents during the Referendum. The guide contains information on the procedure to be followed before, during and after the elections, the process of vote-counting, and the forms to be submitted that confirm the results of the vote counting.

“The Congressional and Municipal Elections and the Citizen Participation” is an informational booklet, available in Spanish, issued in 1998 by the “Citizen Participation” movement in the Dominican Republic, in lead up to the May 1998 Congressional and Municipal Elections in the Dominican Republic. In the first chapter of the booklet one can find the description of the Dominican Electoral System and its history, the meaning of the attributes of voting, and an insight into the role of the electoral authorities. The second chapter thoroughly describes the upcoming 1998 Municipal and Congressional Elections, while the next two chapters explain the role of citizens’ participation through the act of voting in the decision-making process of the Dominican society. Additionally, the booklet contains a table with the numbers of officials to be elected for each locality.
