Qualification standards for candidates for public service
“Qualification Standards for Candidates for Public Service” is a guideline for the election and appointment of government leaders prepared by the Parish Pastoral Council for Responsible Voting (PPC-RV). Published on November 24th, 1991 this document provides a rating system for Filipino citizens that grade the personal attributes, service and platform, and track record of each potential candidate.

Registration and Voting Information for the Elderly and Persons with Disabilities in Chicago
This booklet, published in October of 1991, was distributed to help elderly and disabled people from Chicago, Illinois. The literature contains information regarding how to deal with registering under a changed name or address, what the necessary steps for voting are and how to fill out a registration card as well as information regarding the assistance of the hearing impaired and handicapped. The piece also goes over absentee voting for a hospitalized voter. There is also a Spanish version of the document included.

“”Conciencia” Informative Bulletin” is an informative bulletin, available in Spanish, issued in 1991 by the “CONCIENCIA” organization, Colombia. The bulletin provides information on the functions of the “CONCIENCIA” movement, the role and essence of democracy and elections, and the importance of education as part of the democratic society. Additionally, the bulletin encloses a community empowerment calendar for citizens to stimulate citizens’ participation and involvement in the society.

The Government must fulfill the Promises it had Committed to in the Campaign” is an article, available in Spanish, issued in 1991 by the “El Nicaraguense” newsletter in Nicaragua. The article describes the initiative taken on the streets by the “Save Democracy” movement in 1991 in order to pressure the government to keep the promises made in the electoral campaign.

Speak Up!
In 1991 the Acorn Book Corporation published the guide, “Speak Up: Making Government Work For You” in order to educate citizens on their ability to effect local and federal government. This booklet illustrates the importance of the role of the citizen in the American political structure and provides examples on how to become more directly involved. For example, instructions as to how to write a letter to an elected official properly complete with a sample letter is provided as well as basic information on how the legislative system works. Also included is a list of Washington D.C. contact information and other resources in order to promote more direct political involvement by citizens in America.

“Val-Special” is a Swedish pamphlet produced by Invandrar Tidningen in 1991 that provides voter information to Swedish eligible citizens before the September 15th, 1991 county council and municipal elections and the October 20th, 1991 parochial church council elections. Instructions on how to vote both in Sweden and abroad are found in English, Swedish, Finnish, Spanish, Serbian, Turkish, Greek, Polish, French, German, Tigrinya, Northern and Southern Kurdish, Persian, and Arabic.

Voter Guide -- Queens
“Voter Guide-Queens” is a voter handbook, available in both English and Spanish, published in 1991 by the New York City Campaign Finance Board, in lead up to the November 5, 1991 General Elections. The guide is meant to provide voters with information about voting, to inform them about their rights as voters and the procedures that lead to a correct exercise of voting. The Guide also contains the list of the candidates, running for the Queens General Elections for City Council, with their background information and personal statements. The Guide also includes a chapter on the NYC Campaign Finance Program to explain how this program helps make local elections more competitive and democratic.
