Overview of Legal Framework for 2004 General Elections in Indonesia
The People’s Representative Assembly (DPR) of the Republic of Indonesia recently approved new political laws to govern the 2004 elections in Indonesia. The Law on Political Parties was approved by the DPR in November 2002. The Law on General Elections was approved by the DPR on February 18, 2003. A draft Law on Presidential Elections is currently being considered by a special committee (Pansus) of the DPR.

Indigenous and Women's Attitudes Toward Elections (2002) (Spanish)
En los últimos años los sistemas políticos han sido testigos de importantes reformas en sus sistemas y procedimientos electorales, las que persiguen la profundización de la democracia, por la vía de promover la universalidad y el libre acceso al voto. El Ecuador está en esta línea, pero sus peculiares condiciones sociales, culturales y políticas, todavía ocasionan distorsiones en la expresión democrática. La composición étnica del país es uno de los factores más importantes de diferenciación social a su interior. La incorporación de los indígenas a la vida política formal es relativamente reciente, y su participación ha ido incrementándose hasta llegar a niveles de alta influencia en la ocupación de cargos públicos y la formación de alianzas de poder.

Electoral Access in El Salvador: Disability Groups Forwards Recommendations for Election Reform
On June 24 and 25, disability leaders and election workers from El Salvador participated in a workshop in San Salvador to (a) share observations about the March 2003 elections, and to (b) jointly develop recommendations for reforming and improving the election process.

The Cairo Declaration on Judicial Independence
In a joint effort with the UNDP and the Arab Center for the Independence of the Judiciary and the Legal Profession (ACIJLP), IFES organized a judicial independence conference in Cairo, Egypt, in February 2003. The Cairo Declaration, issued at the end of the conference, highlighted key consensus findings on the state of judicial independence in the Arab region and recommended concrete reforms and strategies to strengthen judicial independence and monitor and report on judicial reform.
