“Addressed to the 26 Circuit Scrutiny Boards” is an instructive guide booklet, available in Spanish, issued in 1999 by the Electoral Tribunal of Panama in lead up to the May 2, 1999 Panamanian General Elections and particularly, for the election of the president and vice-president of the Republic of Panama, as well as for the Parliamentary Elections. The booklet provides general principles by which votes should be scrutinized by 26 Circuit Scrutiny Boards.

“Elections” is an informative booklet, available in Spanish, issued in 1999 by the Electoral Tribunal of Panama in lead up to the May 2, 1999 Panamanian General Elections. The booklet contains some information and statistics on previous elections, contains the maps and number of voters in the different districts of Panama, and a message from the President of the Electoral Tribunal describing the role of the Tribunal in the past and upcoming elections. Additionally, the booklet lists the name of the political parties participating in the elections and samples of the electoral ballots.

This analysis of election system performance in Montenegro reflects the cumulative findings of IFES' assessment and technical teams. It is based on their observations of the system in practice, a review of original source documents and consultations with the full range of participants in campaigns and elections. The analysis also reflects IFES' mandate as a technical assistance provider for parliamentary and municipal elections.
