The piece goes over what is necessary to become a poll watcher, who authorizes a poll watcher, what some of the specific rights of poll watchers are and if there is a limit to the number of poll watchers in a polling place. This document was released in lead up to the November 3, 1992 national and local elections; these elections featured the presidential race between Bill Clinton and George H.W. Bush.

The document presents the goal and objectives of the “Education for Democracy” project that was implemented during 1992-1996 in Nicaragua, as well as the main objectives achieved for the entire duration and divided into year time segments. The projects main goal was to assist Nicaraguan educators in introducing and expanding the civic education object in the formal educational system in Nicaragua.
