“The Time has Arrived…To live in Democracy” is a training ballot, available in Spanish, issued in Paraguay in 1998 by IFES and USAID in lead up to the 1998 Paraguayan General Elections. “Photo language” is a civic education handbook, available in Spanish, issued by the “Decidamos” group in Paraguay and intended to familiarize Paraguayans with the general aspects of a municipality. The handbook explores the importance of the municipal government; it describes what a municipality consists of, its functions and the relation between the central government and the municipal government. Additionally, it contains photos depicting the characteristics of a municipality.

“Justice=Democracy” is a civic education pamphlet, available in Spanish, issued in 1997 in Paraguay by the “Decidamos” group as part of a national drive program to stimulate Paraguayan voters to register in the Permanent Civil Registry in order to be able to vote in the 1998 General Elections. The pamphlet briefly explains how to successfully register.
