The handbook is meant to familiarize Paraguayans with the new Constitution adopted in 1992 and to explain the democratic changes that stand at the basis of it. The comic briefly mentions the reason behind the adoption of the 1992 constitution and the advantages it would bring to the Paraguayan people.
