IFES Q&A with Former Chief Election Commissioner of India Dr. SY Quraishi
As a former Chief Election Commissioner of India, Dr. SY Quraishi has a deep understanding of the intricacies of how the world’s largest democracy works. He also has more than 35 years of experience in civil service. Dr. Quraishi is well known in India and abroad as a development thinker, for his inclusive style of leadership, and for bringing together wide varieties of groups and institutions to achieve the common objectives of development. In this Q&A, Dr. Quraishi discusses challenges the Election Commission of India (ECI) faces in preparing to conduct credible elections and shares lessons learned. India’s five-week general elections started on April 7.

Being employed as a polling official is recognized as a critical part of women’s participation in political and electoral processes. In March 2014, IFES analyzed the gender composition of election management bodies at the municipal and precinct level during the 2013 Local Government Elections in Kosovo.

A Rights-Based Approach to Electoral Security
In India, Maoist rebels killed 14 people in attacks in Chhattisgarh state as part of a campaign of violence aimed at disrupting the ongoing five-week national election in the world’s most populous democracy. Similarly, in the days leading up to the April 5 presidential election in Afghanistan, the Taliban unleashed a campaign of violence to discredit the electoral process and keep voters from the polls. Many hope this election will be known for delivering the first peaceful transfer of power in the country’s history.

Public Opinion of Democracy Issues in Kosovo: Findings from an IFES August 2012 Survey
From August 17-29, 2012, IFES partner Index Kosova conducted fieldwork and data processing to determine public opinion in Kosovo. The survey covered a sample size of 1,520 Kosovars and aimed to understand the adult population’s knowledge of key components of the election process; measure awareness on current electoral reform processes; analyze attitudes toward political participation; and measure citizen’s perceptions of the Central Election Commission.

Kosovo Civic Education Campaign
In the fall of 2012, IFES collaborated with six local partners in Kosovo to launch “Participate,” a civic education campaign aimed at increasing public awareness on democratic values. This includes independent voting; the role of women, youth and minority groups in election processes; roles and responsibilities of election management bodies; and electoral complaints. The campaign reached 33,883 voters through face-to-face activities; distributed 87,482 informational brochures, pamphlets and other printed material; and reached over 600,000 Kosovars through TV and radio programs, as well as newspaper articles. The Universal Declaration of Human Rights guarantees all individuals the freedom to partake in their nation’s government and political processes, including elections. Yet, many individuals around the world face barriers to full participation due to social, ethnic and economic inequalities.
