The Second Justice Conference: "Toward Supporting and Promoting the Independence of the Judiciary" Cairo, Egypt
The Second Justice Conference was held in Cairo 21-24 February 2003 under the auspices of an Egyptian NGO, the Arab Center for the Independence of the Judiciary and the Legal Profession. Other sponsoring organizations included the Program on Arab Governance (POGAR) of the United Nations Development Program and the United Nations High Commissioner for Human Rights. The Ford Foundation also contributed funding and IFES provided expertise. The stated objective of the conference was “to explore the status of the independence of the judiciary in the Arab region.” More specifically, the conference was to “further examine the requirements of an independent judiciary at international law in order to draft a ‘covenant of independence’ through which progress regarding independence of the judiciary in the Arab region can be measured and followed up.”

Serbia, FRY Final Report: October 1999-September 30, 2002
IFES conducted election-related activities in the Federal Republic of Yugoslavia from 2000-2002. This report summarizes the various activities IFES undertook to pave the way for more intense involvement in a reformed and more democratic election system in Serbia. The report discusses a range of IFES activities including pre-election assessments, observation training and redistricting.

Palestinian Elections: A Pre-Election Assessment Mission Report (2002)
The International Foundation for Election Systems (IFES), the International Republican Institute (IRI), and the National Democratic Institute for International Affairs (NDI), as well as a representative of the Government of Norway, jointly organized a pre-election assessment mission to the West Bank and Gaza between July 14 and July 24, 2002. The purpose of the mission was fourfold: 1) to evaluate the pre-electoral environment and identify the requirements of the Palestinian Authority, political parties, civil society and the international community to establish a meaningful electoral process; 2) to identify the elements of the process that are most vulnerable and the obstacles that must be overcome; 3) to assess the state of technical preparations for elections; and 4) to recommend electoral reform measures that could enhance the transparency and credibility of the process.

Angola Pre-Election Assessment Report (2001)
From August 4-20, 2001, the International Foundation for Election Systems (IFES), the International Republican Institute (IRI) and the National Democratic Institute (NDI) conducted a joint pre-election assessment in Angola. The objective of the assessment was to: (1) Determine the prospects for holding general elections at such a time when the conditions that affect elections are conducive to a participatory and open process; and (2) Provide a set of baseline data from which to assess the readiness of Angola for elections and to make recommendations to the Government of the Republic of Angola, United States Government, the United Nations organizations in Luanda, and other donors, in preparation for such elections, including a timeline by which key actions need to occur.
