La Commune en questions…
“La Commune en questions…” is a pamphlet, available in French, intended to instruct youth in the importance of Communes in the wake of the upcoming Municipal Election of 2000 in Mali. The pamphlet, published in the year 2000 by the Mission of Decentralization, is split up into different chapters covering topics such as how communes are organized, who works in communes, how representatives of communes are chosen and what youth can do in communes. Each chapter ends with a citation from a legal text which covers issues of decentralization.

The “National Elections Manual” is a booklet that was released in the year 2000 and is broken into two parts, one on civic education and one on voter education. The section on civic education defines citizenship, outlines the branches of the Ugandan government and discusses the link between the constitution and the people. This booklet was published to educate voters from Illinois on absentee voting procedures for the November 7, 2000 elections. The piece describes who is qualified to vote absentee, how to vote absentee by mail, how to vote absentee for a physically incapacitated person and what the methods of abuse in absentee voting are. There is also a Spanish language version of the booklet included.

This document contains the contents of an absentee package for the state of Maryland issued to those absentee voters before the 2000 general elections. Entitled “Instrucciones para los electors ausentes sistema de votación es- 2000” the absentee voting instructions and return information are written here in Spanish. Included in the package are the absentee ballot card, return envelope, and “Oath of Absentee Voter.”

The “Judge of Election Handbook” was published in 2000 in Chicago Illinois during the lead up to that year’s general elections held on November 7. The booklet contains chapters on topics such as the importance of having election judges, what supplies will be necessary on the election side and how to go about setting up polling places. Also included is a glossary defining election related vocabulary. That year’s general elections would feature the presidential race between Al Gore and George W. Bush.

Challenges for Citizens
“Challenges for Citizens” is a booklet published in lead up to the 2000 Ugandan referendum. The literature urges citizens to take part in the electoral process by voting but also cautions that more work after the referendum will be needed to insure a fully functioning and free society. The piece also details the contents of the Ugandan Constitution and focuses on how a democratic state to function. Throughout the article Ugandans are urged to take an active role in their country’s democracy and electoral process.

“Democracy Your handbook” was published in 2000 by MS Uganda, the same year as a national referendum to decide the political system of the country. The audience of this handbook was the general Ugandan population and its objective was to proffer a new way of looking at democracy. The booklet defines democracy as not only a means of governance but also as a way to interact with your neighbors, family and friends. The booklet focuses on topics such as family values, community cohesion and organizing as well as government transparency as important pieces to a sound democracy.
