This study of political finance in post-conflict society identifies lessons learned from international donor-funded efforts to support political processes in post-conflict environments in general and the funding of political parties and campaign finance in particular. The document consists of eight case studies that seek to improve our understanding not only of the political dynamics of post-conflict situations but also of how to rally international support for holding elections and supporting democratization under such circumstances.

Djibouti: 2005 Pre-Election Assessment Report
In March and April 2005, a four-person team from IRI and IFES sought to evaluate the election environment in Djibouti, meeting with representatives of political parties, civil society groups, media, other international organizations, and relevant government bodies. Through these interviews and observations, the team examined voter registration and election administration processes, as well as the presence and level of external electoral assistance.

Global Lessons and Best Practices: Fighting Corruption and Promoting the Rule of Law Through Transparency, Openness and Judicial Independence
IFES believes all countries, including China, should publish an annual State of the Judiciary Report that will serve as both an internal and external tool that can be used by multiple stakeholders for multiple purposes, including promoting and systematically reporting on needed reforms and key issues. It should be disseminated to the public at large, as well as to targeted stakeholders, such as the business and human rights communities, bar associations, judges, reformers, policy-makers and donors. We believe the publication and distribution of the report will increase the quality and quantity of concrete information on the judiciary, more transparency, accountability and public awareness, qualitative comparative research and valuable cross-country lessons learned and judicial competition. Assessments of the Political Situation in Kyrgyzstan 2005 - Key Findings
An increasing number of Kyrgyzstanis believe that they can change their country’s situation by voting, believe their country’s recent elections have been conducted fairly, and support new methods of ensuring electoral fairness. These include inking voters’ fingers, using transparent ballot boxes and the presence of domestic and international observers. A majority also say some of the seats in parliament should be reserved for women and think changes to the constitution should be approved of by a popular referendum.

Ethiopia: Implications of the May 2005 Elections for Future Democratization Programs
May 15, 2005 elections presented the Ethiopian people a remarkable opportunity to express their political views by participating in a poll that offered them a meaningful choice. In contrast to earlier elections in 1995 and 2000, opposition parties did not boycott but rather competed vigorously across the country. Opposition party mistrust of the National Electoral Board of Ethiopia (NEBE), reports of intimidation and violence, and highly polarizing rhetoric raised concerns during the pre-election period but did not deter opposition parties from campaigning in nearly every constituency.

Money in Politics: A Study of Party Financing Practices in 22 Countries
The Africa Political Party Finance Initiative is one of the first attempts to understand and evaluate the challenges of political party financing in Africa. Undertaken by the National Democratic Institute for International Affairs (NDI), APPFI examines party finance practices in 22 emerging democracies worldwide. Conducted between July 2003 and September 2004, APPFI includes desk research and field interviews of 440 political, party, and civic leaders; the resulting report yields a better understanding of the underpinnings of problems related to party financing and corruption, both in Africa and around the globe.
