2010 IFES Photography Competition: Public Category
The International Foundation for Electoral Systems (IFES) conducted this second annual democracy-themed photography competition as a means to profile the many ways individuals can demonstrate a sense of civic responsibility and call to action. Featured here are the winners and finalists of this year’s competition from two categories, one open to the public and another exclusive to current IFES employees.

Electoral Technical Assistance for Iraq for Out of Country Voting
At the request of Iraq’s Independent High Electoral Commission (IHEC) and with funding from the United States Agency for International Development (USAID), IFES is assisting the Commission in the implementation of its Out of Country Voting program (OCV) for the 2010 parliamentary elections. Iraqi citizens abroad will be able to a cast a ballot for candidates at the governorate level with proof of Iraqi citizenship, age and connection to one of Iraq’s 18 governorates.

WASHINGTON—Almami Cyllah, regional director for Africa at the International Foundation for Electoral Systems (IFES), will testify before the House Foreign Affairs Committee’s Africa and Global Health Subcommittee on December 17, 2009. He will speak about the recent trends and the role of the international community in elections in Africa.

A comparative report on post-election violence in Eastern Africa has been released by the Programme in Comparative Media Law and Policy at the University of Oxford, the Center for Global Communications Studies at the Annenberg School, University of Pennsylvania, and the Stanhope Centre for Communications Policy Research.

Images from IFES-Indonesia Photo Contest Celebrating Acehs Political Participation
In support of Aceh's Independent Election Commission's (KIP) media center activities, IFES-Indonesia commissioned a photo competition to highlight some of the remarkable moments seen during the first elections where Acehnese political parties participated alongside national parties in local legislative elections. These elections were held in April 2009. The entries are from photojournalists, citizens and observers. The panel of judges consisted of a KIP Commissioner, IFES staff and a professional Jakarta based photojournalist. The award ceremony was a widely covered event by Aceh's print and TV media.

IFES Returns to Work with Liberia's National Elections Commission
IFES has been awarded a five‐year cooperative agreement by USAID to support various upcoming elections in Liberia: the constitutional referendum, by‐elections, and national and local elections. These polls are of particular importance because of their central role in supporting the country’s continued transition from a devastated, conflict‐torn nation to one that is slowly building the democratic systems, institutions, and processes needed to promote long‐term stability and development.

IFES Launches Innovative Civic Education Program in the Democratic Republic of Congo
USAID recently awarded IFES a $5.2 million contract to conduct a 2‐year civic education program in the Democratic Republic of Congo (DRC). The program is designed to help fulfill the Congolese government’s commitment to a process of decentralization to reverse the country’s legacy of poor governance, corruption, and geographic inequality by bringing greater accountability and inclusion at the local level.
