“Guide d’education civique et morale” is a guide from September 1996, available in French, with the goal of educating students on civic culture, democracy and peace. “We all Must Register” is a registration/voter motivation brochure, available in Spanish, issued in 1996 by the “Decidamos” group in Paraguay in lead up to the 1996 Paraguayan Municipal Elections. The handbook explores the importance of the municipal government; it describes what a municipality consists of, its functions and the relation between the central government and the municipal government. It also describes the attributions of the municipal council and how citizens can participate in the decision making process.
