The Status of the Women in the Middle East and North Africa: A Grassroots Research and Advocacy Approach Preliminary Findings from Surveys in Lebanon and Morocco
Last week at the annual World Association for Public Opinion Research Conference, Rola Abdul-Latif and Lauren Serpe of IFES’ Applied Research Center presented their paper, "The Status of the Women in the Middle East and North Africa: A Grassroots Research and Advocacy Approach." The paper highlights comparative data from surveys in Lebanon and Morocco conducted under IFES’ SWMENA project, funded by the Canadian International Development.

State of the Judiciary: Malawi 2003
This State of the Judiciary Report for Malawi was written by Edge Kanyongolo, J.D., L.L.M., Ph.D., a Malawian law professor with broad expertise in constitutional law, media law and human rights. Edge Kanyongolo has served as facilitator and presenter in many symposia, workshops and conferences on constitutional issues, human rights and civil liberties in Malawi and other African countries. He has worked as a consultant for UN agencies, bilateral donors, non-governmental organizations and others and has participated in the development and implementation of various development and Rule of Law programs in Malawi. This State of the Judiciary Report for Malawi was edited by Keith Henderson, IFES Senior Rule of Law Advisor, and Violaine Autheman, IFES Rule of Law Advisor, who are the authors of the Executive Summary and of Chapter 1 of this Report. They are also responsible for the analytical conclusions in the tables which attempt to evaluate the level of compliance with the Judicial Integrity Principles, included in the Executive Summary and in Annex 2.

En los últimos años los sistemas políticos han sido testigos de importantes reformas en sus sistemas y procedimientos electorales, las que persiguen la profundización de la democracia, por la vía de promover la universalidad y el libre acceso al voto. El Ecuador está en esta línea, pero sus peculiares condiciones sociales, culturales y políticas, todavía ocasionan distorsiones en la expresión democrática. La composición étnica del país es uno de los factores más importantes de diferenciación social a su interior. La incorporación de los indígenas a la vida política formal es relativamente reciente, y su participación ha ido incrementándose hasta llegar a niveles de alta influencia en la ocupación de cargos públicos y la formación de alianzas de poder.

Targeted Assistance to the Voter Registration Process: IFES Final Activity Report May 2000-June 2002
This report is a narrative of IFES Albania program activities under the CEPPS I funding mechanism from May 2000- June 2002. During the period covered in this report IFES was involved with the CEC in preparation for the local government elections of October 2000; the revision of the national voter registry; preparing for and administering the election to the National Assembly in June 2001; the 'clean-up' of the national election including an assessment of the process and identification of future activities of the CEC; and conduct of surveys of local election officials and the judiciary. This document reports on all of these items.

2001 Nationwide Survey of Zone and Local Government Election Officials
The aim of this report is to present key findings from the first nationwide survey of local election officials, held in November and December 2001 in Albania. During this period, both local government and zone election officials were interviewed, with the objective of seeking their views on a range of topics relating to election administration and their experiences during the parliamentary elections in 2001. This report has been produced for the Central Election Commission, following an extensive analysis of the results and the extraction of key findings by the International Foundation for Election Systems. The survey findings highlight various improvements as identified by the election officials and potential focus areas for the Central Election Commission, local election commissions and political parties, leading up to the local government elections in 2003. This report contains three sections. Part one contains a brief overview of the election officials survey project, the structure of the questionnaire and the classification system used for grouping responses in this report. Part two of this report highlights key findings based on data collated and analyzed by IFES. For easy reference, findings are presented both as percentages and totals, in one of seven topic areas. In part 3 of this report, IFES offers comments and observations in a number of areas in the context of future requirements for the improvements of the democratic electoral process in Albania.
