Elections in Cambodia See Major Parties Merge, Compete for Votes
On Sunday, July 28 Cambodians cast ballots for 123 members of the National Assembly. This race saw the merger of two major opposition parties, the Sam Rainsy Party and the Human Rights Party, into the Cambodia National Rescue Party. This new, larger party was led by Sam Rainsy, a self-exiled leader who recently returned to Cambodia after receiving a Royal Pardon for various convictions. Robert Patterson, IFES Chief of Party in Cambodia, answers some questions about Election Day.

Knowledge and Opinions of the Electoral Process in Cambodia’s Pre-Election Period
Cambodians head to the polls on Sunday July 28 to elect a new National Assembly. In April and May, IFES commissioned a nationally-representative survey of 1,752 voting-age citizens and 10 focus groups in five provinces across Cambodia. Survey findings indicate Cambodians are interested in the election process but report moderate levels of information on the process overall. Data also shows Cambodians feel informed on certain aspects of the elections, although a significant portion express the need for more information.

A Week in Cambodia
IFES’ Women’s Leadership program, conducted in five provinces across Cambodia the spring of 2011, sought to increase women’s personal development and leadership skills and knowledge of the election process. During the week of 14-21 September, some of the participants joined IFES staff in Phnom Penh and Siem Reap to discuss what they have learned. This week coincided with the Pchum Ben festival, during which Cambodians pay their respect to deceased relatives, and the 2011 voter registration period, which IFES witnessed. State of the Judiciary: Malawi 2003
This State of the Judiciary Report for Malawi was written by Edge Kanyongolo, J.D., L.L.M., Ph.D., a Malawian law professor with broad expertise in constitutional law, media law and human rights. Edge Kanyongolo has served as facilitator and presenter in many symposia, workshops and conferences on constitutional issues, human rights and civil liberties in Malawi and other African countries. He has worked as a consultant for UN agencies, bilateral donors, non-governmental organizations and others and has participated in the development and implementation of various development and Rule of Law programs in Malawi. This State of the Judiciary Report for Malawi was edited by Keith Henderson, IFES Senior Rule of Law Advisor, and Violaine Autheman, IFES Rule of Law Advisor, who are the authors of the Executive Summary and of Chapter 1 of this Report. They are also responsible for the analytical conclusions in the tables which attempt to evaluate the level of compliance with the Judicial Integrity Principles, included in the Executive Summary and in Annex 2.
