This report analyzes the elections from 1994 in Kazakhstan, which IFES declared to be “
the first really competitive multi-candidate elections in Kazakhstan's history.” Throughout the report the team identifies the strengths of the system and the positive aspects of the process which should serve as the foundation on which the CEC and lawmakers can continue to build. The legal framework is discussed as it relates to each specific component of the process.

How to Vote at 1994 Local Government Elections
“How to Vote at 1994 Local Government Elections” provides illustrated boxes containing step-by-step instructions as to how to vote in the 1994 Guyana local elections. Also provided are the powers of the soon-to-be elected local Council in order to educate Guyanese voters as to what they are voting on and the abilities of their local government. This article also repeatedly encourages the Guyanese people to participate in voting.

General and regional elections : Warning
In an article prepared by Chief Election Officer R.A. Jacobs entitled “General and Regional Elections: Warning,” excerpts from sections 78 and 79 of the Representation of the People Act are provided to inform the Guyanese public on the importance of order in polling places. Also mentioned is the treatment of election workers in an effort to keep away violence from voting stations.

Get Ready!
Published in Guyana in 1991 by the National Registration Commission, “Get Ready” is an election advertisement urging Guyanese citizens to register to vote before the May 17th, 1991 deadline. In preparation for the first free and fair elections in 1992, this advertisement argues that every Guyanese citizen over 18 has the civic duty to participate in the voting process.
