Report of a Pre-election Commodity Needs Assessment
This Pre-Election Technical Assessment of Panama's electoral system in 1992 was conducted for the purpose of preparing a report to be considered by the Government of Panama, the United States Government, and others in assessing the scope and quantity of material assistance needed by the Panamanian Electoral Tribunal in order to administer the 1992 referendum and 1994 general elections in a free and fair manner.

“Conciencia Democrática” is the May 1992 16th edition of the “Conciencia Democrática” newsletter, available in Spanish, issued by the Pro-Democracy Center in Panama. The newsletter contains editorials on voluntary projects organized by the Pro-Democracy Center, information about its projects and how to get involved, as well as a range of editorials on democracy and the connection between the community’s participation and the success of democracy. This particular edition focuses on the electoral process, the involvement of the civil society in it and the electoral reform.

Cidadaos e Politica Quem deve governar?
“People and Politics: Who Should Govern?” is a civic education discussion book, issued in 1992 by the US Kettering Foundation and translated and adapted to Portuguese by the State University of Ponta Grossa, Brazil. The handbook is intended to educate voters about the importance of voting and express their opinions through the power of one vote. The handbook explores four options with a series of opinions on how to tighten the relationship between politics and the people. Additionally, in the beginning and the end of the book, there are some questionnaires provided to facilitate the understanding of the people’s overall opinion of their relation with the government.

The brochure is meant to educate Paraguayans about the changes that the 1992 Constitution has brought to the society, focusing on the innovative matter of balance of powers in Paraguay. Through comics, the brochure explains what it means to have the separation of the Legislative, Executive and Judicial powers in Paraguay and its effect on the Paraguayan people.

“For the YES or for the NO” is a civic education comic brochure, available in Spanish, issued in 1992 by the “Decidamos” group in Paraguay in lead up to the 1992 Constitutional Referendum. The brochure explains the concept of holding a Referendum and its implications for the decision-making process of issues that affect the civil society. The brochure is meant to familiarize voters with the introduction of the Referendum to the Paraguayan electoral system.

“Electoral Questions” is a civic education handbook, available in Spanish, issued in 1992 by the “Decidamos” group in Paraguay and intended to familiarize Paraguayans with the provisions of the 1992 Constitution, that explains and describes the democratic institutions and the public offices, as well as it explains the role of elections, the qualifications to vote of any Paraguayan elector, the qualifications to run for a public office. Additionally, it lists the attributes of the main public offices in the country and lists the advantages that come along with an active civic participation.

The document contains a table that includes the declarations, rights, liberties, obligations and guarantees of the 1992 Paraguayan Constitution.

“The Contest” is a civic education game description, available in Spanish, issued in Paraguay by the “Decidamos” group. The game’s objective is to stimulate understanding among the Paraguayan youth of some of the rights granted by the 1992 Constitution. The game contains 32 cards that present a situation and the number of the article that corresponds to the respective situation and a commentary, as well as 48 cards that present a right granted by the 1992 Constitution.
