The piece outlines the role of civic educators in Uganda as people who should foster strong voter turnout, as well as promote an open flow of knowledge so that voters can make the decision that is right for them. Ecuador held a series of eleven referendums on 20 September 1995. The first eight questions were put to voters under article 79 of the constitution, and were non-binding on the National Assembly. The last three questions were put forward under article 149, which mandates that all constitutional reforms must be approved by the public.
