The piece goes over what is necessary to become a poll watcher, who authorizes a poll watcher, what some of the specific rights of poll watchers are and if there is a limit to the number of poll watchers in a polling place. This document was released in lead up to the November 3, 1992 national and local elections; these elections featured the presidential race between Bill Clinton and George H.W. Bush.
