Electoral Assessment
Violence Against Women in Elections and the Representation of Women in Haitian Politics
The reasons for women's weak representation in Haitian politics are deeply rooted in social norms and the widespread incidence of violence against women in elections (VAWE), which the International Foundation for Electoral Systems (IFES) defines as "any harm or threat of harm committed against women with the intent and/or impact of interfering with their free and equal participation in the electoral process during the electoral period." Oftentimes, VAWE is subtle and more indirect than physical attacks against voters and candidates, but it nonetheless impacts women's interest and willingness to get involved in political processes and structures of governance. The threats and social stigmas they face are associated not only with the act of voting, but with many other activities that are a common part of a free and fair democratic experience. To document the nature and impact of VAWE in Haiti, IFES has produced Violence Against Women in Elections in Haiti: An IFES Assessment.

The Cycle of Corruption: Elections and the Abuse of State Resources

IFES conducted a two-year research project to develop an assessment methodology to evaluate the effectiveness of a given country’s framework for addressing the abuse of state resources in election campaigns. The final product of this project is a detailed methodology that specifically examines three categories of state resources: state personnel; state funds and physical resources; and official government communications to the public.

Technical Assistance to Election Management Bodies
Iraq has undergone dramatic change in the past decade. The U.S.-led war in Iraq that began in 2003, and the subsequent de-Ba’athification process led by the Coalition Provisional Authority, spike in sectarianism, advancement by the Islamic State (IS) and push by the Kurds for independence, all continue to impact the country’s political and security environment. It is within this complex context that the International Foundation for Electoral Systems (IFES) worked in Iraq for the 12 years, providing capacity building for Iraq’s election system from 2003 until September 2015.
