The Board of Directors and staff of the International Foundation for Electoral Systems (IFES) are saddened by the death of The Honorable Leon J. Weil. Weil joined IFES’ Board of Directors in 1994, and served as its Secretary from the late 1990s until his death.

Voter Registration in Nepal
In an effort to increase the quality of the Voter’s List and reduce the possibility of voter fraud, Nepal’s Election Commission began implementing a three-phase voter registration program in September 2010. The new registration process is computerized and, in addition to personal information, collects the registrant’s photos and fingerprints, marking the first time biometrics have been used in the voter registration process in Nepal. The new registration system is part of an effort to ensure more fair and credible elections.

Global Trends in The Regulation of Political Finance
This paper deals with the role of money in politics, and in particular with certain efforts by countries around the world to regulate this role. In the current world (and probably since we first started organising ourselves politically), money in politics or political finance as we commonly know it is a central aspect of any political system, whether democratic or undemocratic, "developed" or "developing" and regardless of political culture or tradition.

Electoral Technical Assistance for Iraq for Out of Country Voting
At the request of Iraq’s Independent High Electoral Commission (IHEC) and with funding from the United States Agency for International Development (USAID), IFES is assisting the Commission in the implementation of its Out of Country Voting program (OCV) for the 2010 parliamentary elections. Iraqi citizens abroad will be able to a cast a ballot for candidates at the governorate level with proof of Iraqi citizenship, age and connection to one of Iraq’s 18 governorates.
