“Les Fruits de l’Illégalité sont Amers” is an essay, believed to have been published in 1998, which explains to readers that Haiti is at a decisive crossroads in between democracy and dictatorship. The crisis between Legislature and Executive is creating a political struggle and this document, available in French, provides historical information on the political development of Haiti with the reoccurring theme that in times of crisis, resorting to illegal activities has led to bitter consequences. The document also gives recommendations for solving this crisis with individual signatories agreeing to these points; yet the common source of the document is not listed.

Participacion Ciudadana: Estatutos Generales
“General Statutes: Citizens’ Participation” is an informational brochure, available in Spanish, believed to be issued in 1997 by the “Citizen Participation” movement in the Dominican Republic. The brochure describes the general ordinances for membership and internal activities of the civic movement organization called “Citizen Participation.” The brochure is comprised of six chapters indicating the goals, membership, structure and general dispositions of the organization, followed by a lay out of the declaration of principles that stand at the organization’s foundation of functioning.

“Collectivites Territoriales” is a pamphlet, available in French, created by the Conseil Electoral Provisoire (CEP) with the help of IFES, which provides background information to the Communal Elections in Haiti in April 1997. “Democratization of the Political Culture and Practices: Work Plan of the “Citizen Participation” 1997-2002” is an informational brochure, available in Spanish, issued in 1997 by the “Citizen Participation” movement in the Dominican Republic. The brochure contains the attributes of the work plan the “Citizen Participation” movement is trying to achieve during 1997-2002. The work plan reflects the goal of the civic education group to democratize the political culture while creating a conscientious and informed community. Additionally, attached to the document are statements and letters discussing the history of previous elections and the present efforts to implement electoral observation; the concern and commitment to maintain minimum female quota law in the 1998 Congressional and Municipal Elected officials.

Enstriksyon sivik ak moral
“Enstriksyon sivik ak moral” is a teaching booklet from 1997, available in a Creole and French copy, distributed to teachers in Haiti that may be used in classrooms to teach 10 to 12 year olds about the political process in Haiti and civic duty. The document, written by Damien Francois, contains questions and answers, instructions for practical activities, sections to fill out and various information about Haiti such as the national anthem and information on government structure and elections.

“Citizens’ Network of Electoral Observers: Memories of 1996” is an informational booklet, available in Spanish, issued in 1996 by the “Citizen Participation” movement in the Dominican Republic. The booklet describes the formation and functioning of a citizen-based election observer network for the 1996 Presidential Election in the Dominican Republic. The three chapters focus on the context the network of observers emerged from, the creation and the structure of the network, as well as the role it had in the election observing process.
