The document is a guide explaining voters some of the following election-related topics: the structure and function of the electoral system, voters’ rights and responsibilities, rules and procedures for the elections, as well as instructions on how to fill out a ballot.

On 25 May 1997, Ecuadorians voted in a series of 14 referendums. The referendum was called after the removal of President Abdala BUCARAM from office by the National Assembly. Voters cast ballots regarding whether they agreed with his removal, in addition to the appointment of Fabian ALARCON Rivera as the new president.
