“Democracy Can Also be Built in the Commune” is an Info-discussion guide, available in Spanish, issued in 1992, by PARTICIPA, Chile, in lead up to the June 28, 1992 Municipal Election in Chile. The guide provides a thorough description of the local administration in Chile, its election process and the role of the local authorities in the political life of Chile. The guide is meant to familiarize the Chilean citizens with the new reforms introduced by the political and social sectors in the municipal structure in order to bring the democratic process to the communal level as well. The guide refers to the functions of the municipalities, how they are elected and the attributions of the mayor and the regional councils.
