2001 IFES Survey in Kyrgyzstan
The purpose of this survey was to analyze the views of the Kyrgyzstani public on political and economic developments, public institutions performance, media, elections, civil society, democracy and human rights, and to gauge any shifts in the opinion environment since the 1996 International Foundation for Election Systems (IFES) public opinion survey. A similar public opinion poll was also implemented by IFES in 1995. The results of these surveys have been used by IFES and other international assistance organizations to design programs for voter information, civic education and civil society development. Feedback from the surveys has proved to be useful when shaping such IFES’ activities as its civic education course, civil society development programs and technical elections assistance. Currently, IFES is piloting its civics textbook and course in schools throughout Kyrgyzstan, with all materials available in Kyrgyz, Uzbek and Russian. It also encourages greater student activism in the community/school and greater political efficacy and involvement in representative governance through programs like Student Action Committees (SACs), Student Local Government Days (SLGDs), Democracy Summer Camps, and University Student Elections Assistance. In addition, IFES, in close coordination with USAID and the U.S. Embassy, continues to monitor ongoing electoral reform efforts in Kyrgyzstan and provides necessary technical elections assistance. IFES is confident that the data from this 2001 survey will prove integral to the development of these ongoing programs. This report’s findings are based on the IFES nationwide opinion survey fielded in Kyrgyzstan between July 27 and August 17, 2001. The survey was conducted with a sample of 1,600 respondents, including an oversample of 100 interviews with young adults aged 18-25. The data file has been weighted to be nationally representative by region, age, and gender. The margin of error for a sample of 1,600 respondents is plus/minus 2.4%. All interviews were conducted face-to-face at a respondent’s home. The Executive Summary of the survey provides an overview of the survey data and its major findings in all of the categories of questions, while the body of the survey analysis focuses on individual categories in greater detail and discusses the data in terms of their meaning. The presentation of the survey results, organized thematically, reports opinions on the following subjects: • Information and Major Media Sources • Overall Situation and the Economy • Political Interest, Efficacy, and Knowledge • Democracy and Human Rights • Institutional Performance, Confidence and Corruption • Elections and Civic Society

Electoral Conflict and Violence: A Strategy for Study and Prevention
An electoral process is an alternative to violence as it is a means of achieving governance. It is when an electoral process is perceived as unfair, unresponsive, or corrupt, that its political legitimacy is compromised and stakeholders are motivated to go outside the established norms to achieve their objectives. Electoral conflict and violence become tactics in political competition. There are examples of elections that have exacerbated long-term conflict (Angola 1992) or have politically hardened conflict-related alliances (Bosnia and Herzegovina 1996). From these experiences, it is generally recognized that post-conflict elections can be held too early and produce results that may extend the conflict rather than resolve it. 2001 Electoral Administration and Performance: Findings from the IFES Survey on the November 2001 Kosovo Assembly Election
The International Foundation for Election Systems (IFES) has been working within Kosovo since the cessation of NATO bombing in 1999 by providing technical assistance to the Organization for Security and Cooperation in Europe (OSCE) in the administration of Kosovar elections. IFES assisted the OSCE and UN Mission in Kosovo (UNMIK) in creating a civil registration system, a necessary step to normalize public administration and to register voters. Leading up to the successful October 2000 Municipal Elections, IFES assisted the OSCE in establishing a legal electoral framework, developing a technical infrastructure, and training election officials and poll workers. Fueled by the success of the Municipal Elections, the OSCE, with assistance from IFES, decided to strengthen the capacity of the newly formed Municipal Election Commissions. In order to pinpoint exactly what aspects of electoral administration needed to be developed, IFES conducted a post-election survey after the municipal elections. Based on the results of that survey, IFES and the OSCE planned its activities for the upcoming Assembly Elections in Kosovo, which were scheduled to be held on 17 November 2001 and would result in the formation of Kosovo’s first elected Assembly, which would then elect Kosovo’s first democratically elected President. On Election Day, 65 percent of the Province’s 1.25 million people visited the polling stations in order to participate in the highly successful democratic election of Kosovo’s Assembly. Following the 17 November 2001 Assembly Election, IFES conducted its second postelection survey of people from Kosovo who had participated in the elections as either election administrators or observers. This survey follows the format of the survey conducted after the 2000 Municipal Elections in Kosovo. The sample included Municipal Election Commission (MEC) members, Polling Station Committee (PSC) members, and representatives from political entities and NGOs that fielded election observers. The sample was composed of representatives from all political and ethnic groups and covered every municipality in Kosovo. The survey had two main goals: first to assess the performance of electoral administrators in the 2001 Kosovo Assembly Election and to compare this performance with 2000 and second to assess the role the international community is playing in election administration in Kosovo and make recommendations regarding the process of transferring election administration to Kosovo institutions. In total, 1,200 questionnaires were distributed between 28 November and 18 December. Of these, 979 were returned, resulting in a response rate of 81.6 percent.

Lima Declaration on Judicial Independence
IFES organized a conference on judicial independence in Lima, Peru, in November 2001 to roll out the recently released IFES/USAID publication entitled Judicial Independence Guide: Guidance for Promoting Judicial Independence and Impartiality. The Lima Declaration was developed during the conference with a view to prioritizing judicial independence issues, developing specific strategies to implement short and long-term reforms and identifying specific programs and best practices.

Citizen's Awareness and Participation in Armenia (2001)
IFES conducted a national survey in Armenia between June 10 and June 22, 2001. Section I is the introduction, while Section II highlights the most important findings. Section III covers the source of information that is available to the public about political and economic issues and other topics relevant to enabling citizens to better understand the working of their democratic institutions in Armenia. Section IV describes attitudes toward basic social and political processes and institutions. Section V examines attitudes toward women’s participation in decision-making and the support for women’s rights in Armenia. Section VI describes actions that citizens have taken to effect political change, and provides reasons why others have not taken these steps. The next section, VII provides data on the general knowledge citizens have of their country’s political process. Section VIII, the conclusion, relates these findings to IFES’ Citizen’s Awareness and Participation in Armenia program.
