“Political Leadership” is a civic education handbook, available in Spanish, issued in 1996 in Panama as part of an electoral civic education program of the Electoral Tribunal in Panama. The handbook explains and describes the concept of political leadership and its implications, such as the abilities a leader must possess, his/her qualities, his/her responsibilities and political and social status. Additionally, the handbook contains some games/questions related to the topic.

Paraguay: International Donors Conference: Final Report
This report summarizes IFES efforts to aid Paraguay in organizing a conference to bring together all of the international organizations and countries that could have donated funds, commodities, and technical assistance to the Electoral Tribunal. Paraguay Pre-Election Technical Assessment
This pre-election technical assessment, conducted in 1995 in Paraguay assessed the then ongoing electoral reform in Paraguay and identified areas of need for technical assistance. The IFES team concludes by strongly recommending that the focus of technical assistance be to strengthen the administrative and organizational structures of the Paraguayan electoral institution.
