“How to Vote?” is a voter guide, available in Spanish, issued in 1989 by the “Decidamos” group in Paraguay in lead up to the May 1, 1989 Paraguayan General Elections. The handbook provides in-depth information on the voting procedure, starting with the registration process to the actual vote exercising on the day of the elections. The guide is meant to stimulate Paraguayan voters to contribute to the democracy-building process in Paraguay by being active civic participants.

“The Observer” is an electoral guide, available in Spanish, issued in 1989 by the Faculty of Diplomatic and Juridical Sciences of the Catholic University in Paraguay. The handbook is meant to provide guidance for the election officials and observers during the electoral process. Moreover, it can also serve as a general voter guide for all eligible electors in Paraguay. The guide contains election related information such as: the voting procedures, the attributions and responsibilities of the election officials and observers, the counting of the votes, and lastly, the sanctions enforced in case of election-related crimes.

“Observer’s Manual” is an electoral guide for observers, available in Spanish, issued in 1989 by the “Decidamos” group in Paraguay in lead up to the May 1, 1989 Paraguayan General Elections. The handbook provides in-depth information on the general aspects of the electoral process and it is meant to guide political parties’ observers in their duty on the day of the elections. Some of the information included in the guide explains and describes who is considered an eligible elector, who and what are the duties of the observers, and the opening of the polling stations and the after-voting counting process.
