Lebanon's Constitutional Council
On May 26, 2009, the Lebanese Council of Ministers appointed by unanimous vote the last remaining members of the Constitutional Council. The Constitutional Council is established under Article 19 of the Lebanese Constitution to review the constitutionality of laws and to adjudicate on challenges to the results of presidential and parliamentary elections.

IFES Launches Project to Empower Women in the Middle East
The Status of Women in the Middle East and North Africa (SWMENA), a project to improve the legal, political and social standing of women, is underway. IFES, the Institute of Women’s Policy Research (IWPR) and the Canadian Parliamentary Center (CPC), the partners in this endeavor, hope that the project will remove some of the roadblocks to women’s self-empowerment in the region.

Lebanon lowers voting age to 18 years
On 19 March 2009, Parliament voted unanimously to adopt a Constitutional Law to reduce the voting age in Lebanon from 21 years to 18 years. The Law will now be forwarded to the cabinet for the second stage.

Briefing on Lebanese Voter Register
The voter register in Lebanon is updated annually. Between 10 February and 10 March, the Election Law provides that all Lebanese citizens have the right to check whether they are correctly included on the voter register before it is published on 30 March.

Advocating for Democracy
In the past few months IFES has revamped and expanded its communications and advocacy efforts and added staff to its outreach department. In the fall Jamie Dettmer, an international journalist and a communications counsel, was appointed as director of communications and advocacy. Shortly before Christmas, Laura Osio, formerly a media manager at the Washington DC-based think tank, the Cato Institute, joined IFES as its press officer. John Lawrence joined in November as manager of congressional affairs.

Description: Does African dependence on foreign aid undermine the evolution of representative institutions? Using cross-national data and public opinion data, Olufunmbi M. Elemo, a PhD candidate in political science at Michigan State University and a Manatt fellow, shows that as government aid dependence increases, perceptions of political efficacy and access to public services diminishes across Africa.
