Celebrezze Jr., the Secretary of State of Ohio, in lead up to the November 3, 1981 General Election. The guide is meant to provide voters with information about registering and voting, absentee voting including the armed services absentee voting, to inform them about their rights as voters and the procedures that lead to a correct exercise of voting. Additionally, it includes a list of the offices that the Ohio voters will elect during the General Election in 1981.
