In a paper written by District of Columbia Board of Elections and Ethics Executive Director Emmett H. Fremaux entitled “the Voter Registration System of the District of Columbia,” Fremaux outlines the basic components of the DC voter registration system. Fremaux not only covers registration by mail, “Motor Voter Registration,” and how to maintain an up-to-date voter registration, but provides statistics and graphs that show steady increases in voter registration. This 1992 paper was provided for the Institute for Social Research National Conference on May 8th and 9th of that year.
