Published by Washington Secretary of State Ralph Munro on November 3rd, 1987, the “Voters’ Pamphlet” encourages voter participation by providing in depth information on 6 state measures being voted on and basic state voting registration instructions. Procedural information regarding conventions and caucuses as well as independent nominations is provided alongside a voter checklist, comment sheet, and absentee ballot rules to increase voter education.
