This booklet was published to educate voters from Illinois on absentee voting procedures for the November 7, 2000 elections. The piece describes who is qualified to vote absentee, how to vote absentee by mail, how to vote absentee for a physically incapacitated person and what the methods of abuse in absentee voting are. The “Judge of Election Handbook” was published in 2000 in Chicago Illinois during the lead up to that year’s general elections held on November 7.
