A Week in Cambodia
IFES’ Women’s Leadership program, conducted in five provinces across Cambodia the spring of 2011, sought to increase women’s personal development and leadership skills and knowledge of the election process. During the week of 14-21 September, some of the participants joined IFES staff in Phnom Penh and Siem Reap to discuss what they have learned. This week coincided with the Pchum Ben festival, during which Cambodians pay their respect to deceased relatives, and the 2011 voter registration period, which IFES witnessed. Spending Limits as a Policy Option
Citizens in many countries are upset because they believe the current financing of politics (which involves corruption and under-the-table deals) is violating the basic democratic values of equal opportunity, transparency and accountability. One way to bring the funding of political parties and candidates into line with these values is to regulate campaign expenditures through spending limits. This is a viable option, but such limits must be designed and implemented with care.

Comparative Report on the State of the Judiciary in Egypt, Jordan, Lebanon and Morocco
This report compares the overall state of the judiciary in four Arab countries: Lebanon, Jordan, Egypt and Morocco. It evaluates regional judicial independence and accountability and is based on wide-ranging research conducted by Arab experts from the region over the past two years. Lebanon, Jordan, Egypt and Morocco were selected for comparison because they have already implemented some judicial reforms and are among the most progressive in the region with respect to this issue. The experiences of these countries may provide best practices and valuable lessons learned. In addition, they may be receptive to working with civil society to deepen their reforms. This report was made possible by the financial support of UNDP-POGAR and technical support from IFES.

Comparative Report on the State of the Media in Egypt, Jordan, Lebanon and Morocco
This comparative report on the media in Jordan, Lebanon, Egypt and Morocco seeks to accomplish at least three important tasks: (1) measure the independence of the media against new regional best practice standards; (2) identify baseline data for the current state of the media; and (3) establish a comprehensive framework that can be used to analyze the state of the media in future research and annual monitoring/reporting as well as to facilitate consensus building and the prioritization of reforms. ACRLI believes that new regional standards developed for the project are essential if the media is to be capable of reinforcing the rule of law. It also believes that these standards can help promote a professional, responsible media built on integrity, independence and competence.
