IFES Q&A with Former Chief Election Commissioner of India Dr. SY Quraishi
As a former Chief Election Commissioner of India, Dr. SY Quraishi has a deep understanding of the intricacies of how the world’s largest democracy works. He also has more than 35 years of experience in civil service. Dr. Quraishi is well known in India and abroad as a development thinker, for his inclusive style of leadership, and for bringing together wide varieties of groups and institutions to achieve the common objectives of development. In this Q&A, Dr. Quraishi discusses challenges the Election Commission of India (ECI) faces in preparing to conduct credible elections and shares lessons learned. India’s five-week general elections started on April 7.

A Rights-Based Approach to Electoral Security
In India, Maoist rebels killed 14 people in attacks in Chhattisgarh state as part of a campaign of violence aimed at disrupting the ongoing five-week national election in the world’s most populous democracy. Similarly, in the days leading up to the April 5 presidential election in Afghanistan, the Taliban unleashed a campaign of violence to discredit the electoral process and keep voters from the polls. Many hope this election will be known for delivering the first peaceful transfer of power in the country’s history.

Top Elections NGO Honors Pioneer of Electoral Democracy in Africa
Dr. Kwadwo Afari-Gyan, chairman of Ghana’s Electoral Commission, is the recipient of this year’s Joe C. Baxter Award. The Baxter Award is presented annually to professionals whose work epitomizes the mission of IFES—to promote citizen participation, transparency, and accountability in political life and civil society. “Dr. Afari-Gyan has made remarkable contributions to electoral democracy in Ghana, Africa, and throughout the world. He is a shining example of how much one individual can contribute to the advancement of a human right,” says Bill Sweeney, IFES president and CEO.

U.S. Ambassador for Women’s Issues Visits IFES’ Garima Project in India
On September 14, 2010, U.S. Ambassador-at-Large for Global Women’s Issues Melanne S. Verveer visited the Garima project in New Delhi, India. Verveer helped launch the Garima project in November 2009 and returned to observe its progress during a recent visit to India. Garima, which means “dignity” in Hindi, works to enhance women’s participation in political, economic and social processes, encourage political advocacy, and curb practices such as gender-based violence, female feticide and child marriage. The project is implemented by IFES and Counterpart International and collaborates with several nongovernmental organizations in India.

Elections in Rajasthan, India
India, which proudly calls itself the world's largest democracy, goes to the polls in phases. On May 7, 2009, the 4th of 5 phases took place. This phase involved 95 million voters, 130,000 polling stations, 1315 candidates and 600,000 poll workers. Unlike some states which partake in multiple phases, all of Rajasthan voted during phase IV. Rajasthan is one of the two states in India where IFES supports Indian organizations in implementing programs on women's empowerment. These photos were taken by these partner organizations.
