Improving Electoral Access in Pakistan
Article 29 of the Convention on the Rights of Persons with Disabilities guarantees the rights of persons with disabilities to participate in political and public life on an equal basis with other citizens. The Election Commission of Pakistan (ECP) and the International Foundation for Electoral Systems (IFES) took on this important issue during the “Conference on the Inclusion of Persons with Disabilities in Electoral Processes” from September 3-4, 2014.

IFES Supports New Biometric Voter Registration System in Yemen
Since 2012, the International Foundation for Electoral Systems (IFES) has been providing technical assistance to Yemen’s electoral body, the Supreme Commission of Elections and Referendum (SCER), to develop and implement the country’s new biometric voter registration system (BVR). In May 2014, the SCER conducted a pilot test of the new system, registering nearly 19,000 individuals out of a total estimated voting age population of 24,000 in a single electoral district in the capital of Sana’a.

Pakistan Electoral Integrity Assessment
In November 2013, the International Foundation for Electoral Systems (IFES) conducted a comprehensive electoral integrity assessment in Pakistan, in cooperation with the Election Commission of Pakistan (ECP) and with funding support from the European Union (EU), the United Kingdom Department for International Development (DFID) and Foreign Affairs, Trade and Development Canada (DFATD). The assessment methodology used in that effort differentiates between malpractice, fraud and systemic manipulation. These are important distinctions for understanding the vulnerabilities in the Pakistan election environment, which continues to experience challenges with malpractice, fraud allegations and a need for greater public trust.
