Public Opinion in Azerbaijan 2005: Findings from a Public Opinion Survey
IFES’ 2005 survey in Azerbaijan reveals a pessimistic public opinion with respect to several key issues than the 2004 survey. The results suggest that most Azerbaijanis are dissatisfied with the economic and overall situation in the country, indicating an importance placed on economic concerns by most of the respondents. Moreover, many Azerbaijanis do not think that their country is a democracy. Corruption continues to be a serious issue, as a majority of Azerbaijanis report paying bribes for medical care, grades and passports or other official documents. Despite this dissatisfaction, interest in politics has steadily risen over the past 3 years. Following the survey, IFES also conducted a series of focus groups with people interested in politics, and some findings from the focus groups are also included in this report.

Azerbaijan Looks to Its Future: Social Attitudes and Trends (2004)
This 2004 public opinion survey conducted in Azerbaijan shows Azerbaijanis in a more positive frame of mind with respect to many key issues than was documented in IFES’ 2002 or 2003 surveys. Unlike in either of those, in the 2004 survey a majority of Azerbaijanis express satisfaction with the overall situation in the country, and a majority of Azerbaijanis describe the national economic situation as being “good.” More Azerbaijanis than not are also optimistic that the economic situation in the country will improve over the next year. And when it comes to democracy, many more Azerbaijanis rate the country as primarily a democracy than in the 2002 survey (46% versus 20%).

Citizens' Awareness and Participation in Armenia (2004)
The 2004 IFES Citizens’ Awareness and Participation in Armenia (CAPA) survey was conducted between 4 August and 19 August 2004. Section I introduces the survey, while Section II summarizes its main findings. Section III presents respondents’ opinions on the sociopolitical situation in the country. Section IV examines Armenians’ political interests and levels of knowledge about national and local political issues. Section V evaluates Armenians’ attitudes about elections and democracy, including their assessment of the fairness of elections. Section VI uncovers Armenians’ attitudes towards political participation, including those actions taken by citizens to address important issues or influence decision-making. This section also provides information about attitudes toward NGOs in Armenia. Section VII describes opinions about the judicial system and the state of corruption in the country. Section VIII gauges perceptions of women and their role in public life while Section IX focuses on opinions of Armenia’s youth on topics ranging from gender roles, elections, civic participation and others. Section X provides the conclusion of the survey findings while relating them to major trends and issues seen over the years in IFES’ surveys.

Citizens' Awareness and Participation in Armenia (2003)
The IFES Citizens’ Awareness and Participation in Armenia (CAPA) survey was conducted between 30 August and 9 September, 2003. Section I is an introduction, while Section II summarizes the 2003 survey’s important findings. Section III examines Armenians’ familiarity with and interest in political activities and government budgeting. Section IV analyzes Armenians’ participation in and sentiments towards the 2002 and 2003 elections as well as the implications for democracy in Armenia. Section V explains civic knowledge, attitudes towards participation in civic activities, and the interaction between public officials and their constituents. Section VI focuses on the political and civic attitudes of Armenian youth. Section VII gauges perceptions of women in society and public views on women’s involvement in politics while Section VIII describes opinions on the fairness of Armenia’s judicial system. Section IX provides a conclusion of the survey fi ndings while relating them to IFES’ CAPA project developments.

Azerbaijan, FINAL REPORT, September 20, 2001 - September 19, 2003
This report reviews IFES efforts in Azerbaijan in support of the USAID project Civil Society Better Organized and Represented. This report describes how IFES worked to encourage increased professionalism among election officials, provided training to elected officials, encouraged broader citizen participation and increased awareness on democracy and democratic governance. The report also details civic education tools used and discusses the challenges encountered and lessons learned from IFES program.

This report summarizes the electoral climate in prior to the November 12, 1995 parliamentary elections in Azerbaijan. The report details the IFES program activities including legal advising, seminars and roundtables conducted by IFES, technical support, NGO support and development and various products for successful election implementation. The report concludes with recommendations concerning democracy assistance and program administration in the future.
