Ce rapport est base sur les constatations des observateurs a long terme de l'IFES, sur place au Nigeria de novembre 1998 a avril 1999, et sur les missions AAEA/IFES visant a observer trois des quatre élections de transition: les élections des gouvernements locaux du 5 décembre 1998, celles de l'Assemblée nationale du 20 février 1999 et l'élection présidentielle du 27 février 1999 (des délègues de l'IFES ont observe les élections des Etats du 9 janvier).

Campaign Finance in Foreign Countries: Legal Regulation and Political Practices
This survey gives an overview of the experience of a number of western countries (USA, Great Britain, France, and Spain) in terms of financing regulation related to the participation in elections of candidates and political parties. The main attention was given to the implementation of legislative regulations that are aimed at the limitation of the influence of money on the election process. The essential factors that hinder effective control of the state and the civil society over the money flows used for campaign finance purposes are shown.

“Prohibitions, Crimes, Electoral and Administrative Offenses” is an instructive brochure, available in Spanish, issued in 1999 by the Electoral Tribunal of Panama in lead up to the May 2, 1999 Panamanian General Elections. The brochure lists and describes the electoral and administrative crimes that could be committed during the entire electoral process and makes reference to the specific articles in the Electoral Code that deal with these infractions.
