“Guide de l’Electeur” is a guide, published by Evangelical Church of Congo, meant to teach the reader about the importance of voting and choosing a candidate whose ideas will benefit the state as a whole. The document, published in 1997, is made up of pictures and text in French, Lingala and Munu kituba explaining various aspects of elections and voting procedures most probably in preparation for the presidential elections that were scheduled for July 1997 in Congo (Brazzaville).

Move the Masses
“Move the Masses” is a series of articles and charts that were published in 1997 in Johnson County, Kansas. The booklet starts off with a chart describing the voting and registration trends in Johnson County and then goes on to include clippings from news papers on topics such as voter registration and advanced voting. The bulk of the pieces cover the county’s advanced voting system, started in 1995, and its impact on voter turnout. The articles have an overall positive view of the new voting system and believe that is has been received well by the voters as indicated by its positive impact on voter turnout.

Our Success Story
“Our Success Story” is a series of articles and charts that were published in 1997 in Johnson County, Kansas. The packet describes the immense success that the new advanced voting procedure has had on voter turnout during the 1996 election season. Some sources said that nearly half of all votes cast in Johnson County were cast in advanced; this allowed for shorter lines and higher turn out on actual days of the election. The November 5, 1996 elections featured the presidential race between Democratic incumbent Bill Clinton and Republican nominee and former senate majority leader from Kansas, Bob Dole.

The Married Persons Equality Act
This document, published in 1997 by the Namibia Institute for Democracy, outlines the “The Married Persons Equality Act.” The acts primary goal was to abolish marital power and property law. The act outlines the legality of marriage, divorce, spousal rights to personal property and a minimum legal age to marry. Although not focusing on the electoral system this piece nevertheless is an example of the legislative process and civil society development.

Issued by the Electoral Commission of Papua New Guinea in December 1996, the newsletter entitled “Vote in Poll or Shut Up” attempts to encourage PNG citizens to register to vote and participate in the upcoming 1997 general elections. “Citizens’ Network of Electoral Observers: Memories of 1996” is an informational booklet, available in Spanish, issued in 1996 by the “Citizen Participation” movement in the Dominican Republic. The booklet describes the formation and functioning of a citizen-based election observer network for the 1996 Presidential Election in the Dominican Republic. The three chapters focus on the context the network of observers emerged from, the creation and the structure of the network, as well as the role it had in the election observing process.
