A closed primary election only permits people affiliated with the party of the primary to participate in the elections. For this reason the packet also contains a “party ballot change application” in-the-event a voter wished to change party in order to vote in the upcoming primary elections for the party of their choice. Furthermore the piece was released in lead up to the November 2, 1976 general elections that featured a presidential race between Republican incumbent Gerald Ford and Democratic nominee Jimmy Carter.
