Sudan Civic and Voter Education Baseline Study

Kenya Inquiry Commission Adopts IFES Recommendations
An Independent Review Committee led by retired South African judge Johann Kriegler reported last week that the 2007 elections in Kenya that unleashed a wave of violence were so badly flawed that it is impossible to know who won. IFES studied the 2007 election process and delivered its findings to the seven-member Kriegler commission. Many of the IFES recommendations were adopted in Kriegler’s final report.

OSCE/ODIHR Election Observation Mission Final Report - 2008 Parliamentary Elections

Political Finance: State Control and Civil Society Monitoring
This paper was presented at the International Anti-Corruption Conference in Athens, Greece in November 2008. Under the premise that political finance is a necessary feature of political competition which must not cause damage to democracy, the paper addresses the risks stemming from money in politics and explores current methods to regulate these risks. It places an emphasis on state regulatory regimes and civil society organizations to monitor, evaluate and implement initiatives to combat the abuse of money.

Briefing Paper on Republic Act No. 9369 and the Automated Election System
On January 23, 2007, less than four months
before the May 14, 2007 congressional and
local elections, President Gloria MacapagalArroyo
signed into law Republic Act (RA) No.
9369. This law amended and repealed almost
all of RA 8436', a 1997 law that authorized
the conduct of an automated election.
Questions were raised as to whether the May
2007 elections would be automated. But the
Commission on Elections (COM ELEC)
declared that it was not possible to conduct
an automated election as there was not
enough time to prepare for it.
