Post-Election Report on the 2006 Presidential and Local Council Elections in Yemen
The 2006 elections were the most complex ever held in Yemen. For the first time, elections for the presidency, for the governorate councils and for the councils of the local administrative districts were held on the same day. This created significant logistical and voter education issues for the Supreme Commission for Elections and Referendum (SCER). Also for the first time, the presidential candidate of the GPC, incumbent President Ali Abdullah Saleh, faced a credible opponent, Faisal Bin Shamlan, a former Minister of Oil who had been endorsed by the JMP. The elections were held in a political climate characterized by high levels of distrust of the SCER by the JMP, which appears to have decided to take a hard line in its dealings with the SCER. Although the SCER did make some sporadic efforts to promote a dialogue with the JMP, these attempts were not productive. The challenges for the SCER in 2006 were (1) to maintain the technical gains made in 2003 for a much more complex electoral process; and (2) to demonstrate that it had made progress in establishing itself as a more independent and impartial election management body that is able and willing to assert its statutory authority in the interests of a free and fair democratic electoral process.

Public Opinion in Azerbaijan 2005: Findings from a Public Opinion Survey
IFES’ 2005 survey in Azerbaijan reveals a pessimistic public opinion with respect to several key issues than the 2004 survey. The results suggest that most Azerbaijanis are dissatisfied with the economic and overall situation in the country, indicating an importance placed on economic concerns by most of the respondents. Moreover, many Azerbaijanis do not think that their country is a democracy. Corruption continues to be a serious issue, as a majority of Azerbaijanis report paying bribes for medical care, grades and passports or other official documents. Despite this dissatisfaction, interest in politics has steadily risen over the past 3 years. Following the survey, IFES also conducted a series of focus groups with people interested in politics, and some findings from the focus groups are also included in this report.

State Structure and Electoral Systems in Post-Conflict Situations
Careful consideration of the deeply related issues of state structure and electoral systems is essential at an early stage of any peace process. Identifying the requirements of state structure and electoral system design - such as protection of minority identity groups at a national or sub-national level - can help to achieve robust political solutions. This comparative research paper strives to present an overview of the most common issues and most commonly discussed potential solutions in state structure and electoral system design, including federal and unitary states, protection of group and minority rights, protection against changes to constitutionally protected rights, and requirements for efficient government.
