Council of Representatives Election Composite Report
In the December 15 election, 11,895,756 valid votes were cast inside Iraq and 295,377 were cast outside of Iraq making a grand total of 12,191,133. This was an increase over 9,852,291 ballots cast in October and 8,550,571 cast in January. There were also 139,656 invalid votes (1.1%) and 62,836 blank ballots (.05%) – for a total of 12,098,248 votes cast on December 15 in Iraq and 298,383 outside of Iraq (valid ballots plus 1,912 invalid ballots and 1,094 blank ballots) for a grand total of 12,396,631. If the in-country total is applied against the number of individuals in the voter registration database (15,568,702), it represents a turnout of 77.7% compared with 63.3% for October and 57.7% for January. Effective Electoral Processes and Peaceful Political Transitions
IFES has been engaged in a broad range of election assistance activities since August 1998 to support Indonesia’s remarkable emergence as a robust democracy. In its most recent project, IFES provided advice and support to the relevant government bodies responsible for establishing an impartial and effective election administration in Indonesia, promoted transparent electoral and legislative processes and effective participation by citizens, and supported a peaceful transition under an amended constitution. The project was active from April 2003 through September 2005. Activities were based on IFES’ on-going observations, assessments, and experience in Indonesia since 1998 and they addressed key objectives in the electoral environment: 1) Help appropriate Indonesian organizations build an impartial and effective electoral administration, voter information capacity, and legal frameworks. 2) Unofficially inform voters and the public of the election results and verify information from the General Election Commission (KPU).

Ethiopia: Implications of the May 2005 Elections for Future Democratization Programs
May 15, 2005 elections presented the Ethiopian people a remarkable opportunity to express their political views by participating in a poll that offered them a meaningful choice. In contrast to earlier elections in 1995 and 2000, opposition parties did not boycott but rather competed vigorously across the country. Opposition party mistrust of the National Electoral Board of Ethiopia (NEBE), reports of intimidation and violence, and highly polarizing rhetoric raised concerns during the pre-election period but did not deter opposition parties from campaigning in nearly every constituency.
