Democracy and Election in Africa: Almami Cyllah's Testimony to Congress
On Wednesday, March 24, 2010, Almami Cyllah, IFES regional director for Africa, testified before the House Foreign Affairs Subcommittee on Africa and Global Health on democracy in the African continent. Mr. Cyllah gave an overview of Africa's history with elections and how democracy fits into the continent's overall advancement. He also gave a number of important recommendations for how the United States and the international community can help Africa prosper by strengthening its democratic institutions. Le régime politique qui a été mis en place en Guinée dans le cadre de la Loi Fondamentale du 23 décembre 1990, renforcé par la Loi Constitutionnelle du 11 novembre 2001, est celui présidentiel avec une large prépondérance du Président de la République, Chef de l’Exécutif.

Use of Administrative Resources for Election Campaign in Georgia - 1st Report
There has been an unprecedented increase in the funding allocated to local government entities in
Georgia’s state budget ahead of the 2010 local elections. The total transfers to local government bodies
in the state budget exceed the previous year’s figure by 34%. At the same time, there has been a
considerable increase in the number of employees in the Tbilisi Mayor’s Office and in the regional
administrative bodies. The resulting growth of salary funds is at odds with President Saakashvili’s
policy of reducing bureaucracy costs. Those who oppose this approach have suggested that state money
is being used to employ the people who are to participate in the ruling party’s election campaign.
